In 1998 Californians voted to dedicate tobacco taxes to specific local health and education programs for children.

Prop 1D WILL TAKE $1.6 BILLION AWAY FROM THESE CRITICAL LOCAL HEALTH AND EDUCATION PROGRAMS FOR YOUNG CHILDREN. Despite what the language of the proposition implies there will be NO NEW PROGRAMS OR FUNDING for children's programs.

Proposition 10 revenues would be used to offset existing state General Fund costs, thereby achieving savings to help address the state's current budgetary problem.

As part of the General Fund, the money would be unrestricted and there is no requirement or guarantee that these funds would be spent on programs for young children.

Protects Children's Services Funding. Helps Balance State Budget
Provides more than $600 million to protect children's programs in difficult economic times.
Redirects existing tobacco tax money to protect health and human services for children, including services for at-risk families, services for children with disabilities, and services for foster children.
Temporarily allows the redirection of existing money to fund health and human services programs for children 5 years old and under.
Ensures countries retain funding for local priorities.
Helps balance state budget.

What Prop 1E will do:
In 2004 California voters passed Proposition 63, the Mental Health Services Act, which authorized a surcharge of 1% on income over 1 million dollars for expanded Mental Health services.

To help balance the state budget Prop 1E will take more than 460 million dollars away from Mental Health Services Act programs over two years.

The legislative analyst points out that potential effects include:

A decrease in Federal matching funds coming into California
Increased costs for homeless shelters, social services programs, medical care, law enforcement, and county jail and state prison operations.

Despite what is implied in the description NO NEW SERVICES WILL BE FUNDED. If the initiative passes, a portion of these monies would go to cover Mental Health services that the General Fund is already required by law to cover. The rest of the money will be diverted to the state General Fund.

PROP 1E
Mental Health Funding. Temporary Reallocation. Helps Balance State Budget.
Amends Mental Health Services Act (Proposition 63 of 2004) to transfer funds, for a two-year period, from mental health programs under that act to pay for mental health services for children and young adults provided through the Early and Periodic Screening, Diagnosis, and Treatment Program.
Provides more than $225 million in flexible funding for mental health programs.
Helps balance state budget during this difficult economic time.
